Therefore, if only 10% of the rental population can currently afford to buy (although those HUD figures assume that people spend much more money on transportation and food than Oakland residents actually do), the proposal is very well-targeted.<BR/><BR/>Low-income housing is specifically exempted from conversion, and city discretionary monies for affordable housing will be tripled. Tenants who are evicted receive generous cash allowances.
