Lee was inaugurated as that cityās new mayor earlier this month." According to the City of Oakland, Michelle Phillips will rejoin the City of Oakland as permanent Assistant City Administrator. Ms. Phillips will reinforce a strong executive team in the City Administratorās Office, sharing in ongoing management duties and also leading special projects. Ms. Phillips is an executive leader in government efficiency and accountability, with years of experience identifying financial waste, and advising elected officials on more effective and cost-efficient ways to execute public services and programming. Ms. Phillips spent the last year in Minneapolis as the Director of Civil Rights. Prior to that role she was appointed as the Inaugural Inspector General for the City of Oakland. During her time in Oakland, she set up the first independent civilian Office of the Inspector General, with a responsibility to monitor and audit the Oakland Police Department. Michelle Phillips joins Sofia Navarro who will assume the role of Interim Assistant City Administrator, a role she will hold through August 29. Ms. Navarro brings more than a decade of executive leadership experience across the nonprofit and public sectors, with a deep commitment to advancing equity, opportunity, and economic growth in the City of Oakland. She has most recently served as the Executive Director of the Oakland Workforce Development Board and Interim Director of the City's Economic and Workforce Development Department. In these roles, she has led the Cityās workforce strategyāoverseeing multimillion-dollar investments, coordinating sector-based initiatives, and ensuring the Cityās workforce systems are aligned with the needs of both Oakland residents and businesses. Ms. Navarro previously served as Chief Operating Officer of The Unity Council, a nonprofit dedicated to promoting social and economic equity in East Oakland.
