The Oakland Coal Controversy, where the City of Oakland first slapped a ban on coal shipments proposed for a development called the Oakland Bulk and Oversized Terminal, has taken a new turn. The co-developer, Insight Terminal Solutions , has presented what it says is a bombshell find: that the same City of Oakland not only knew that coal was to be handled by the Oakland Bulk and Oversized Terminal, it was involved in the planning for it as far back as 2009.
