The At-Large Councilmember, who entered the race just three months ago, has earned the top rank choice vote outcome for this poll commissioned by Phil Tagami of California Capital Group as well as the Oakland Jobs and Housing Coalition Poll of last week. Still there are problems and cause for concern. Over 60 percent are undecided and the survey shows that a small percentage of people would not vote for Kaplan.
