Oakland Police Compliance Guy Thomas C. Frazier: Was He A Racist Baltimore Police Commissioner?

Thomas C. Frazier: was appointed the Oakland Police Compliance Director on Monday, but little is known about him.

Over at Zennie62.com comes the discovery that Frazier didn't have the best relationship with African American police officers during his time as the top cop for Baltimore from 1994 to 1998 - many called him racist.
