Echoing the words of New York Giants Owner John Mara, NFL Commissioner Roger Goodell said that Las Vegas has not been studied by the NFL to even know if it's a good place for pro football. "It's all speculation," Goodell said. Thus we see the emergence of a party line where the NFL says that it hasn't even studied the Las Vegas market, so there is no reason for Mark Davis to go ahead and try to get a stadium deal done.
