Oakland Promise, Mayor Schaaf’s Program, Focus Of Oakland City Auditor Investigation According to the email sent by Oakland City Auditor Courtney Ruby, her office just finished an investigation of the Mayor of Oakland, Libby Schaaf’s “Oakland Promise” program. Here is what Ruby wrote: Today my Office released a substantiated investigation report concerning Oakland Promise. Following whistleblower allegations and questions from City Council, regarding the allocation of City funds and City facilities to Oakland Promise, our investigation found: * the Mayor’s Office directed the City Administration to provide work space to Oakland Promise without following Municipal Code requirements; * some aspects of the City’s involvement with Oakland Promise were not authorized, lacked transparency, and presented additional risks and costs to the City; and * the City’s financial contributions to Oakland Promise – though complex and hard to follow – were neither prohibited nor irregular.
