Lorie Carter Owens, Oaklanders, Must Understand Oakland Police Chief History And Blacks Under Oakland Mayor Libby Schaaf, Oakland has failed to hire a black interim or “permanent” chief of police at any time in her history, and since 2011. Oakland’s first black police chief was Joe Samuels in 1993; Mayor Schaaf allowed a perfectly well-qualified black female Oakland Police Officer to leave for Portland and then Philadelphia to be top cop. Currently, the acting Chief of Police was white and male, and now the Interim Police Chief is white and female. The sad pattern continues and it must be stopped. Oakland and the people of The United States (regardless of race or color) must fight against a future that sees blacks at the bottom of a racial caste system. Stay tuned.
