The event was a result of Oakland Raiders Owner Mark Davis asking me to come up with a stadium plan (with long-time friend Mike Silver as my witness) while we were at the NFL Spring League Meeting held that May in San Francisco. The plan I formed was based on Mark's statement that he needed $400 million from the City of Oakland in order to make the financing work from his perspective. The plan I created drew that $400 million from the net operating income of a planned 1,100 room hotel that would be built in such a way that it was connected to the newly rebuilt stadium by way of an entrance pavilion. The law, unless amended, consists of a $120 million bond issue and tax credits valued at $260 million.
