State Regulators have Fined Refiners to Breaking Point. Benicia Valero has ceased ALL refining processes in February. Selling off Reserves before FINAL closing at end of March. SoCal Phillips 66 ceased ALL refining last August and Ceased all operations as of end of December. Total refining capacity lost is 18% for CA Closed Fuel Market. Then CA Refineries only purchase the MOST EXPENSIVE Crude Oil, Sweet Crude Oil. This has lowest Sulfur content at 0.5 % as compared to Sour Crude which is higher in Sulfur, and requires more refinery processing to remove.
